• The No Child Left Behind Act requires that all Title I Paraeducators be Highly Qualifed.

    Bethel School District requires all Instructional Paraeducators in elementary buildings be Highly Qualified.

    What does this mean?

    In order for a Paraeducator or Substitute Paraeducator to work in an elementary building or Title I building in an instructional position, they must meet one of the following options:

    • Have an Associate Degree, or higher.
    • Have 72 quarter credits or 48 semester credits of Higher Education, 100 level or above.
    • By passing the ETS Parapro Assessment, scoring 461 or higher.

    Bethel School District offers the ETS Parapro Assessment

    • All sessions are computer based.
    • SEATS ARE LIMITED.  Please email Monica Carter at to reserve your seat.
    • Testing sessions are open to Bethel School District personnel and substitutes only.
    • The fee is $55.00 payable at the time of the exam via cash (exact amount), check, or money order payable to Bethel School District.

    Washington State Core Competencies

    Washington State requires that all Special Education Paraeducators must complete the 14 Core Competencies.

    These competencies are available in three groups:

    • Competencies 1 - 6, available online
    • Competencies 7-11 & 13, available online
    • Competencies 12 & 14, available through Special Services
